Commission recommends approval for Zenita’s Loving Arms family day home

The Planning Commission voted unanimously to forward a recommendation to City Council to approve CUP2026017 for Zenita’s Loving Arms, a family day home proposed for 145 Patriots Walk Drive.
Staff planner Caitlin Aubet described the parcel as located within a suburban neighborhood and said the applicant met indoor and outdoor space requirements, with a fenced play area of 3,802 square feet and sufficient onsite and on‑street parking. Aubet said staff’s draft conditions set daytime and overnight operating hours and other standard requirements for family day homes.
Applicant Simone Hunter said Zenita’s Loving Arms is licensed by the Virginia Department of Education and that the program is designed to serve children from 6 weeks to 12 years. "Zenita's Loving Arms is currently licensed by the Virginia Department of Education," Hunter said, and she told the commission she planned to stagger drop‑offs and pick‑ups to limit neighborhood disruption if overnight services are used in the future.
Commissioners raised questions about overnight arrival/departure logistics and how parents would coordinate times; the applicant said she would require calls and scheduling to minimize late drop‑offs. The commission accepted the staff recommendation and voted 7–0 to forward the CUP with conditions to City Council for final action.
