"Every dime that we get in grant money is money that means your water rate didn't go up," the water representative said, describing a phased approach to begin critical work without immediately increasing customer rates. Council members asked about grant conditions and stipulations; staff said they are working with Region 9 and other reputable partners and will document any conditions before acceptance.
Officials also said recent development proposals could add roughly 200 homes to the service area and noted current pumping capacity limitations (discussion cited about 500,000 gallons as an operational reference), which is being considered as part of utility planning.
