Council hears $708,000 AMI metering plan and $500,000 start for Umqua Basin intertie

Public works and finance staff described multi-year water capital plans that include a $708,000 advanced metering infrastructure (AMI) rollout to replace household meters and improve leak detection and customer service. "That 708,000 for our AMI water system...it just reads it, and then it goes right to city hall," a staff presenter said, describing meter-read automation.
Staff also outlined $500,000 budgeted to begin engineering work on the Umqua Basin intertie to improve source stability. Finance proposed transferring reserve funds to prepay an OECDD loan, estimating a payoff of about $315,000 that would remove the debt from future budgets and save roughly $25,000–$28,000 in interest compared with a formal refunding issuance.
Committee members asked about timing, the scale of meter replacements (all household meters), and potential FEMA and grant reimbursements on other capital items. The water and wastewater budgets incorporating these plans passed on voice votes.
