He also noted examples of local contributions from operators in neighboring jurisdictions, including donations to schools and first responders.
Brooks acknowledged concerns about youth access and cited state rules intended to keep dispensaries away from places where children congregate; he urged the council to consider local placement, density and advertising rules as part of a thoughtful local-control approach. The council did not take action but accepted the comment and indicated staff could explore the issue further if directed.
