Council approves $10,000 transfer to cover labor-negotiation costs

Tammy Shrubridge, finance director, told the council that ORS 294.4632 permits local jurisdictions to increase expenditures by transferring appropriation authority between categories and that ORS 294.4631 requires adoption of a resolution or ordinance to authorize such transfers. She said the city did not foresee needing a new labor attorney or the additional costs of ongoing union negotiations when the budget was prepared and that contingency funds are sufficient to cover the $10,000 transfer.
A councilor moved and a second was recorded; the council voted 'Aye' on the motion and the resolution carried. Staff recommended adoption to allow the city to proceed with necessary legal support for negotiations; the fiscal impact was stated as $10,000 moved out of contingency to the city-attorney appropriation.
