Resident raises transparency questions about Oak Street Commons financing

Resident Karen Meyer read from the city’s capital-improvement policy and said the Oak Street Commons entry does not include required project elements — estimated costs, partners, financing sources and implementation responsibilities. "Page 83 of the budget document, which outlines the Oak Street Commons project, shows none of these requirements," Meyer said.
Meyer quoted line items she found in the budget packet: "besides the $610,000 purchase cost, a 100,000 is anticipated being spent on the project this budget year with 306,000 budgeted for next year. 2,300,000 is scheduled for infrastructure next budget year, which will hopefully be covered by the $2,500,000 state grant for underground work." She told the committee she was concerned the project did not come through the budget committee process and described the timing of appraisal and council action in 2023–2024.
City staff responded that engineers and environmental consultants are working on preliminary layouts, zone changes and DEQ cleanup coordination and that more information should be available as environmental reviews near completion. The budget committee did not take a separate vote on Oak Street Commons during the meeting; staff said the project’s engineering and grant work remains ongoing.
