The Sutherlin budget committee voted to adopt the proposed FY26–27 budget in the total amount of $43,891,230 and approved the city’s general operating property-tax rate of $5.6335 per $1,000 of assessed value. Finance Director Tammy Trowbridge told the committee the general fund budget totals $13,037,350.
“We propose an annual budget in the total amount of $43,891,230,” Trowbridge said. “The general fund budget totals $13,037,350.” She told members the ending general-fund balance is slightly below the council’s $1.2 million target and that the balance has been trending downward, which informed revenue and fee policy choices in the proposed plan.
Trowbridge outlined key drivers of the budget: modest wage increases (COLAs and step increases), health-insurance costs projected to rise about 10%, capital-investment plans for water and streets, and transfers to equipment and maintenance reserve funds. Committee members asked clarifying questions about line-item changes and training and insurance cost increases; Trowbridge said some line items reflected one-time reimbursements or grants and that staff would correct apparent presentation errors in the published pages.
A motion to approve the full budget was made by Michelle Sumner and seconded by Kelly Dyer; the chair called for a voice vote and declared the motion carried. The committee also approved the proposed levy and the use of state-shared revenues for the budget as presented. The meeting adjourned at 9:04 p.m.
