Chair (S2) reported one responsive developer bid for the house at 541 South Summit and said the developer estimated a total construction cost of about $316,600 with a likely sale price of $265,000, creating a reported negative equity (subsidy) need of $51,600 for that unit. "It's basically subsidized the house," S2 said when describing the gap between build cost and expected sale price.
Commissioners discussed how completing nearby incentive-driven builds could improve comparables and reduce future subsidy amounts. Staff (S3) and members described existing mechanisms (10-year plat restrictions requiring owner-occupancy) and how incentives have been used previously to make marginal projects feasible. The commission approved moving forward with sale conditions and developer terms as presented and asked staff to return with final contract language for the 541 South Summit transaction.
