Hays staff report new pedestrian beacon, ongoing utility and police station work

City staff reported installation of a rapid-flash pedestrian beacon on Hall Street, sewer and water work for Tallgrass Phase 4, progress on the new police station and Crosswind Runway reconstruction, and minor multiuse-path drainage work.
Deputy City Manager Colin Belzer briefed the commission on a series of public-works and safety improvements. He said the service division installed a rectangular rapid-flash beacon at the Hall Street crosswalk near O'Loughlin to improve pedestrian safety, added a dedicated turn lane west of Commerce, and completed concrete repairs at several sites. "This will enhance safety for pedestrians crossing at the existing crosswalk," Belzer said.
Belzer also updated the commission on Tallgrass Phase 4 infrastructure: sewer installation is underway and the project is scheduled for a Nov. 1 completion. He reported police-station construction is advancing with windows, doors and interior finishes going in, and that Crosswind Runway reconstruction is on schedule for completion on or before Oct. 8, pending weather. Commissioners raised questions about access and drainage on a new multiuse path; staff said contractors have seeded disturbed areas and will monitor and, if needed, install matting to reduce erosion until vegetation is established.
