For Kevin and Patty O’Brien at 19 Dolphin Lane (Shinnecock Shores), staff presented an alternate buffer configuration that averages a 15‑foot width and recommended waiver; the board approved the waiver after discussion about buffer planting options and survey updates.
These waivers do not constitute final permits; they clear the procedural requirement of a public hearing so the board can proceed to substantive determination. Staff noted that, where applicants later propose alternate plans inconsistent with recommendations, hearings may still be scheduled.
