Council advances ordinance to require special event license for Northern Pacific Center, sets $6,000 fee

City staff explained that Northern Pacific Center is a unique noncontiguous property and that state legislation granted a special license for events at the center but does not allow extending the restaurant's on‑sale license to the entire property. To align local code with the statutory carve‑out, staff proposed an ordinance requiring a special event license for the Northern Pacific Center and a separate on‑sale license for Notch 8.
Connie Hillman explained staff's recommended license fee of $6,000 plus investigation costs and noted the city consulted the state alcohol enforcement division on allowable approaches. Council conducted the first reading and voted to dispense with the full reading; council also scheduled the second reading for Aug. 2 and chose to forego a public hearing on the local ordinance.
Councilmembers asked for clarity on how "events" would be distinguished from routine daily restaurant sales; staff said the state agency guidance and special legislation informed the approach.
