Council approves $19,170 change order for resurfacing; debate follows over turf restoration costs

Chair Erickson presented change order number 1 for improvement 2506 (the 2026 resurfacing project) with a total of $19,170.25, covering a water main insulation item encountered during work on Spruce Drive and turf establishment/mobilization on Delmar Drive.
"The motion coming out of committee is to approve the change order number 1 in the total amount of 19,170 and 25 cents," Erickson said, explaining the line items. Councilmember Bevins and others questioned the high per‑house cost for turf reestablishment for a short stretch of Delmar Drive and asked whether specifications should require different mixes, unit pricing or even sod in limited cases.
Public works staff (Paul Sandy) explained the city's current performance specification (lump-sum, performance-based) that requires contractors to achieve roughly 70% perennial growth and noted options that include breaking out bid items by seed mix, hydromulch, watering, and unit pricing. Council asked staff to return with an overview of turf specification options and estimated costs for future projects; the change order itself was approved.
