The Hull Zoning Board of Appeals approved a special permit for homeowners Steven and Elizabeth Curie to renovate 23 N Street (Map 14, Lot 115), including a full second story, side and rear additions, a rebuilt two‑car garage, porches and a structural house lift intended to bring the property into FEMA compliance.
The chair read a building‑department denial letter dated June 25, 2026, from Building Commissioner Bartley Kelly concluding that the proposed work would violate Hull’s zoning bylaws (Article 6 § 4.10–6.2) because the existing and proposed right/left side setbacks are less than the required 10 feet and therefore required a special permit under MGL Chapter 40A. "After having reviewed said application, I have determined that this would be in violation of the town's zoning bylaws," the letter states (read into the record).
Engineer David Ray and the applicant described the project and the reasons for raising the house. The chair framed the board’s review as limited to the right and left side setbacks noted in the building inspector’s letter. Chair moved to approve the application with three conditions: compliance with applicable laws and codes; construction substantially in conformance with the plans submitted by Duxborough Design (dated 06/01/2026) and Nantasket Survey Engineering (06/09/2026), with an updated building‑permit submission to the building commissioner; and a restriction against further expansion or alteration within setback areas without a separate board approval. The motion was seconded and passed unanimously.
