Council approves permanent stop control at Turner and Foster after debate over broader traffic study

Council approved a staff recommendation to designate the intersection of Turner Drive and Foster Drive as an "always stop" intersection and install corresponding stop control. The action followed discussion about whether to delay the decision while staff investigates a potential 4-way stop at Turner and Tahoe so both intersections could be evaluated together.
City Manager Mark Mondell and the city engineer discussed the trade-offs. Mondell said staff would "look at both of those things together and bring you some additional information," while the city engineer noted prior traffic warrants at Turner and Tahoe did not meet stop criteria at the time of the earlier study but that conditions may have changed. Police and engineering staff reported a long history of collisions at the Turner corridor; a police representative said there have been fatalities and rollovers in the area.
After debate on timing and whether a three-month study was practicable, council member motions were raised and the council voted to adopt the resolution authorizing installation of stop control at Turner and Foster. The city manager said staff would still evaluate Tahoe and other nearby changes as needed.
