Angela Blair, speaking for city staff, told the joint work session that a land-use application scheduled for May 26 will pair a zone map amendment with a property-line adjustment. She said the school district intends to acquire a little over 2,000 square feet from an adjacent property, and because the parcel is currently zoned R-3 it requires a zone change to Public Facility to make the transfer legally consistent.
Blair said planning commission has recommended the change and that the matter will come to the City Council as a legislative (Type 4) decision. Councilors and commissioners asked about ex parte contacts and the mayor and DLCD agreed to check the city's script and procedural notices so decision-makers would follow required disclosure and recusal steps.
No final decision was made at the work session; staff said the hearing materials and staff report will be provided ahead of the May 26 meeting so the council and commission can review the application and any recommended conditions of approval.
