DLCD offers grants and technical assistance as Sweet Home considers a 2030'2050 comprehensive plan update

Wingard explained that DLCD's technical assistance grants are biannual and in the 2025'27 biennium are broader and less prescriptive to allow local priorities to guide work. "We provide grants. And, in addition to grants, we provide technical assistance," he said, adding that DLCD teams can call on specialists at partner agencies to help review or audit local code and plan updates.
Angela said staff are already preparing code amendments and would work through the PAPA system so DLCD can review proposed code changes before hearings. Wingard said he would be willing to return for more detailed follow-up workshops to drill into plan elements, housing topics, or code audits if the city requests it.
No grant awards or agreements were made at the session; the discussion was framed as informational and preparatory for upcoming hearings and code work.
