City staff presented the Strategic Plan 2026–2036, related general-plan recommendations and a workshop-results report developed through a multi-phase public-engagement process. Staff described the strategic plan as a living document with priorities, measurable objectives and implementation actions and asked council to adopt the documents and direct staff to incorporate them into work plans, personnel evaluations and budget development.
Council members praised the engagement and suggested future attention to specificity in the plan’s guiding "compass" and to staff-retention and efficiency measures; after discussion the council adopted the strategic plan and directed staff to integrate it into departmental processes.
