City sets Aug. 13 public hearing for Lincoln School RHID; Development Plan under negotiation

Deputy City Manager Collin Bielser summarized an application from Michael D. Graham Investments LLC for reinvestment housing incentive district (RHID) financing on a pay-as-you-go basis for a residential project tied to Lincoln School. "A proposed Development Plan has been created to describe the housing development, and a Development Agreement is under negotiation and would be entered into upon creation of the RHID to govern the rights and responsibilities of the City and the Developer," Bielser said; adopting the resolution would call a public hearing and begin the statutory process under Kansas law.
Commissioner Shaun Musil moved and Commissioner Sandy Jacobs seconded adoption of Resolution No. 2026-010 to set a public hearing for the establishment of an RHID for Lincoln School and adoption of the Development Plan; the clerk recorded unanimous ayes. The minutes state the public hearing and subsequent consideration of an ordinance establishing the RHID would be scheduled for August 13, 2026.
