City staff recommends $254,640 sanitary sewer lining contract after low bid

Jeff Crispin, director of Water Resources for the City of Hays, presented the 2026 Sanitary Sewer Point Repairs and Lining Project and recommended the City authorize a contract for $254,640 to complete 1,943 linear feet of sewer lining and a total of 55 internal point patches.
Crispin said two bids were received and Mayer Specialty Services of Goddard, Kansas submitted the low bid of $153,140; staff confirmed pricing for 35 additional internal patches based on available budget capacity, which produces the recommended total project cost of $254,640. Staff told commissioners the project would be funded from the Water Reclamation Capital fund and that the City Manager will be asked at the July 9 Commission meeting to enter into an agreement with Mayer Specialty Services for the work.
The presentation noted the project is consistent with similar work completed in 2020, 2022 and 2024 and targets multiple locations within the City of Hays. No formal action was taken during the July 2 work session; the item is scheduled for a formal authorization vote at the July 9 Commission meeting.
