Susan Heitzman, the agency project manager, summarized the subgroup charge and the deliverable format: each subgroup should describe the problem, document current conditions, provide a 10‑year outlook, evaluate three funding scenarios and recommend actions that respect lenses such as safety, equity and climate. "The deliverable will be an input memo that describes the problem, the current condition, a 10 year outlook, key trade offs, and recommended action or decision," she said.
Subgroup chairs introduced membership and liaisons. The co‑chairs asked subgroup leads to be bold, own their sections and return needs in August so the full work group can integrate resources and sequencing in September and beyond.
