Hays schedules Aug. 13 public hearing on proposed Lincoln School RHID
Summary
Staff said Michael D. Graham Investments LLC applied for pay-as-you-go RHID financing for a residential project associated with Lincoln School; the Commission will hold a public hearing on Aug. 13, 2026, and consider adopting a Development Plan thereafter.
Assistant City Manager Jarrod Kuckelman reported that Michael D. Graham Investments LLC submitted an Application for Economic Incentives and the required fee for a residential project related to Lincoln School and requested reinvestment housing incentive district (RHID) financing on a pay-as-you-go basis. Staff presented a proposed Development Plan and said a Development Agreement is under negotiation and would be executed if an RHID is created.
Staff recommended adopting a Resolution to call a public hearing on the establishment of the Lincoln School RHID as the next step in the statutory RHID financing process. The public hearing and subsequent consideration of an ordinance establishing the RHID and adopting the Development Plan were scheduled for Aug. 13, 2026. Special legal counsel Gilmore & Bell, P.C. reviewed the materials and found them to meet the requirements of Kansas law and the City's Economic Development Policy, according to staff. No formal action was taken during the work session; the item will appear on the June 25 Commission agenda.
