Michelle McCullough presented the staff report, describing a 6-foot brick column with a 30"x30" hanging sign, matte-black panel with white and gold lettering, and a wooden arm extending 30 inches.
Staff noted the sign would be removable and that landscaping would be planted at the base; the proposed up-lighting was specified as aluminum fixtures (250 lumens, 3 watts, 2700 Kelvin). Property owner Adam Spear appeared in support. The Commission approved the COA with conditions including submission of an updated rendering prior to work, approval of a plant list by staff, removal if the site is vacant for more than 180 days, and final photo documentation within ten days of completion.
