Council adopts energy-action MOU with Xcel to support local efficiency programs

Senior Planner Ned West asked the council to re-adopt the Dillon Energy Action Plan and enter a memorandum of understanding with Xcel Energy's Partners in Energy to assist implementation and public engagement.
West said the town has worked with Partners in Energy informally and that the MOU would formalize the relationship, providing assistance such as collateral for distribution and materials for public engagement. "From that work, we get a lot of assistance. They're helping us, generate collateral right now for distribution to our residents and our businesses," West said. Council members expressed support; staff recommended and council approved Resolution 37-26 by roll call.
Council also discussed the Renewable Energy Mitigation Program (REMP); West recommended removing REMP from the building-code package and considering it in the land-use code to allow more flexible implementation (for example, creating a fund to accept payments when on-site offsets are infeasible). Council asked staff to pursue code amendment options.
