ODOT proposes milestone‑based prioritization for billion‑dollar projects after shortfall review

Staff proposed a milestone‑based process requiring progressively greater design, cost‑risk analysis and a funding plan before a project advances to final design or construction and suggested the Continuous Improvement Advisory Committee (CIAC) help develop the thresholds.
Travis Brower (S10) said the agency will present an initial concept to CIAC and then return to the commission this fall with a refined process; staff argued the change is needed because past practice frequently committed funding before scope and cost certainty was established. "Commitments to fund projects would be made based on sufficient information in this system after we have the cost and benefits," Brower said.
