For city finances, the council approved the June 2026 financial report after a presentation noting income taxes were up about 1.7% year-over-year while net-profit accounts had declined by more than 50%. The council voted to suspend rules and consider Ordinance 26-46 by emergency to make appropriations adjustments; staff said the amendment shifts existing budget authority and adds limited new appropriations, specifically $14,258 from the general fund for a generator repair on a fire truck, $32,000 in the water revenue fund to cover increased electricity and insurance costs, and $29 to the water tower fund to cover a small invoice overrun.
On facilities, the council authorized the city manager to enter an agreement with Dynamic HVAC Solutions for repair work at Constitution Center after staff reported a required coil could not be sourced and needed fabrication, bringing the quote above the threshold requiring council approval. Council moved and approved emergency consideration for that ordinance citing welfare and building use.
All recorded roll-call votes at the meeting were carried by the members present; Councilmember McAllister Atkins was excused. The meeting concluded with a motion to enter executive session on real estate and imminent litigation matters; no action was announced publicly following that session.
