Commissioners say parcel fragmentation, major landowners hamper large redevelopments in CRA 3

Staff told the commission the largest contiguous land assemblages in the CRA 3 area are held by the Bridal family and a Mr. Bellos; commissioners noted that one assemblage previously being aggregated has since been split and sold in smaller parcels, undercutting the feasibility of a single large developer assembling a site.
"One of the assemblages that was getting put together has now been split off and sold into little chunks, which is the exact opposite of what we wanted to have happen," a staff member warned. Commissioners discussed outreach and negotiation strategies with major landowners, and asked staff to include land‑owner engagement in the refined incentive and entitlement package to improve the odds of attracting a single master developer.
