Officials warn Orlando joint‑planning talks could shift West Fairbanks parcels out of Winter Park

Planning staff told commissioners the city entered a joint planning area agreement with Orange County roughly two years earlier to speed annexation in parts of West Fairbanks, and that Orlando is now negotiating a JPA that covers much of the same area. "It's a timely discussion to offer incentives on top of similar entitlements to hopefully get those properties in our jurisdiction versus Orlando," Allison, the planning staff presenter, said.
Commissioners expressed concern that overlapping JPAs and entitlements could leave Winter Park at a competitive disadvantage for shaping development. Staff recommended pairing entitlements with targeted incentives so that developers would prefer Winter Park's entitlements and negotiated public‑amenity requirements rather than simply building under Orlando's rules.
