The Townsend Select Board voted to accept a memorandum of agreement (MOA) with the police union that allows officers to roll over unused vacation or PTO into the new fiscal year due to staffing constraints.
Staff explained the request followed staffing reductions and the department’s use of 12-hour shifts, which limit officers’ opportunities to take leave. As a result, “they had asked the select board to consider allowing their officers to roll over, you know, PTO to be used throughout the summer and, you know, other times that are available when the schedule allows and, to keep, you know, the hours and not lose them as a result of the turn of the fiscal year,” a staff member said during the meeting. The board’s motion to “accept the police MOA as presented” was made and seconded on the floor.
The motion passed by roll-call vote. Members recorded their votes as transcribed: “Floor shipping, yes,” “Sarah Logan, yes,” and “Gallagher, yes.” The MOA will be implemented according to the terms presented to the board; the motion did not specify additional amendments or a different effective date during the public session.
The MOA discussion followed an executive session convened to discuss collective bargaining. The board indicated it would reconvene in open session after the bargaining session before moving forward with the public vote.
