Officer John Parks presented two separate cases tied to 765 East 3rd Avenue: one concerning Diamond Detailing (signage and BTR issues) and a second concerning Drake's (rentals and surf/kayak equipment) with similar administrative deficiencies. Parks said he observed signage for Diamond Detailing on May 21 and rental signage for Drake's on June 27; checks of the Business Tax Receipt (BTR) and permit systems found no current BTRs and permit applications in resubmittal status.
Parks told the board that the property manager informed staff the businesses were not operating at the time of a recent visit, but that both matters warranted the board's action in case the absence was temporary. For Diamond Detailing, staff recommended a $100-per-day fine for permit violations (max $25,000) and, under Florida statute 205.053, a one-time $250 fine for operating without a Business Tax Receipt if not corrected. The board accepted staff recommendations by voice vote. Parks noted he would present a letter provided by the manager to the board as part of the record but observed that the letter was unsigned and not in the property owner’s name.
