Council approves engineer's report for Empire Drive reimbursement district covering $1.59M in improvements

Assistant city engineer Randy Blakeney presented the engineer's report and told council the verified eligible public-improvement cost for the Empire Drive work totals about $1,590,000, supported by contractor invoices and bank verification. "The payment verification shown in exhibit F... confirms the following payments on the work itself and that total to, approximately $1,590,000," Blakeney said, and recommended the council establish a reimbursement district under chapter 39 of the city code.
Council heard that the district would include properties that have frontage along the improved segment of Southwest Empire Drive or the ability to connect to the installed water, sewer or storm infrastructure. Blakeney said collection would be via proportional frontage allocation at building permit issuance or prior to certificate of occupancy and that the district's duration would be about 10 years. After questions, the council moved to approve the city engineer's report as presented and passed the motion unanimously.
