Staff reports: Tenderfoot overlay, Waterview progress, 103 Main encroachment flagged for review

Town engineer and senior planner updated council on capital projects and development: Tenderfoot overlay and Waterview are progressing, Nordstrom Rack plans an Oct. 1 grand opening, and 103 Main remodel will require an encroachment agreement because plans show doors onto town property.
Town Engineer Dan Burrows briefed the council on several capital projects and construction schedules. He said concrete and post‑tensioning work is underway on recent projects and that Tenderfoot Street overlay is out to bid with an anticipated contract in August. Dillon Dam Road resurfacing is expected to move forward in the fall with an advertised week‑long closure and roughly 2–3 days of active work.
Senior Planner Ned updated the council on development items: a PUD application for 312 Dillon Ridge Road was postponed to Aug. 5, Waterview continues to be ahead of schedule and Nordstrom Rack plans a grand opening event Oct. 1. Ned also noted the 103 Main encroachment/license request appears to show new doors onto town‑owned property; council members asked that staff ensure the encroachment language and any permits address those access points before finalizing the agreement.
Council gave staff direction to continue coordinating schedules and return any revised encroachment language or permit clarifications to the regular meeting agenda.
