Staff said the city has no current need for the ROW segments and that easements will be retained for New Smyrna Beach Utilities to access and maintain a 14‑inch force main and a 12‑inch water main that run parallel to US‑1. The planning department recommended the board recommend approval to the City Commission.
Board members moved to recommend approval and the motion passed unanimously. Staff noted the process will include three public hearings at the commission level (resolution then two ordinance readings). The approval authorizes staff to prepare necessary documentation and coordinate required easements so utilities maintain access during future development of airport industrial parcels.
