The Trappe Town Council on Jan. 7 adopted Ordinance 7‑2025, authorizing a Line of Credit Promissory Note with Shore United Bank, N.A. in the principal amount of $645,000 to provide interim financing for the design and construction of an upgraded wastewater treatment plant to support enhanced nutrient removal (ENR). The ordinance specifies that the loan will be repaid by grant funds received from the Maryland Department of the Environment and that the Town will pledge its full faith and credit toward repayment.
President Newnam opened a public hearing on the ordinance and Commissioner Michael Sullivan read the ordinance text. No members of the public spoke during the hearing, and Commissioner Sullivan moved to close the hearing; President Newnam seconded. Later in the meeting Commissioner Walter Chase moved to adopt the ordinance; Commissioner Sullivan seconded. The council voted unanimously — Schmidt Y, Sullivan Y, Newnam Y, Chase Y — to approve the measure.
The adoption clears the way for the town to obtain interim financing while grant reimbursements from the Maryland Department of the Environment are sought. The ordinance and the vote were recorded in meeting minutes and the Clerk’s report filed with the Town records. The council did not specify a repayment schedule in the meeting notes; the ordinance ties repayment to expected MDE grant receipts.
