Salinas police report: ORT grant extended, $198,000 CHP grant awarded and $300,000 DOJ NIBIN modernization on council agenda

Commander Gabriel Gonzalez, speaking for the Salinas Police Department, told the advisory committee the department received a no‑cost extension on an ORT grant and several other grants that will fund enforcement operations and technology upgrades.
“This grant was originally slated to be funded through 12/01/2026, but we have received a no cost extension for this grant for one additional year. The grant funding activities will continue through 12/31/2027,” Gonzalez said. He added that the department will request mid‑year budget funding to sustain two investigative specialist positions after the grant ends.
Gonzalez said the department accepted a CHP cannabis tax fund grant of $198,000 to focus on impaired‑driving enforcement; the grant will support 25 impaired‑driving enforcement operations and provide a motorcycle and enforcement vehicle. He also flagged a $300,000 DOJ national integrated ballistic information network (NIBIN) modernization grant to replace aging technology and two Office of Traffic Safety grants: a STEP grant for $83,000 and a pedestrian and bicycle safety program grant for $100,000, both reduced from prior years.
Gonzalez urged outreach to maximize public awareness of upcoming e‑bike education and said the department has brochures in English and Spanish and plans community presentations.
The committee did not debate the grants at length; staff said council acceptance of the DOJ and other grants is scheduled for an upcoming council meeting.
