In a live demonstration, Jeff Kelly walked Jefferson County Schools through the WVDE balanced scorecard landing page and showed where to find the methodology and download the raw dataset for district-specific analysis. He encouraged district staff to use the methodology to understand why a school or county appears red, yellow, blue or green on the dashboard.
Kelly also emphasized attendance as a primary driver of scorecard results. "Attendance has been the biggest problem...Now we've made some strides there...But attendance is by far our, our biggest issue," he said, and described how chronic absenteeism correlates with lower test performance. He showed how to download county datasets from the site and illustrated that the methodology page provides worked examples of calculations for on-track-to-graduate and other indicators.
Kelly urged local leaders to use the downloadable tables to set measurable improvement goals (for example, planning to improve an indicator by 2 to 4 percentage points) and to consult WVDE staff for technical assistance when interpreting the data.
