Board members press WVDE on classroom discipline and Senate Bill 199 guidance

A Jefferson County questioner asked why behavior is monitored and reported for elementary and middle schools but not listed for high schools on the balanced scorecard. Alex Kreiner, director in the Accountability Office, told the group the ESSA plan emphasizes different measures at different grade spans: "when you're looking at, you know, the behavior part of that in elementary school, developmentally as they move on toward high school, the focus becomes less on that behavior and more on, you know, what are they going to do after graduation." She said postsecondary achievement and on-track-to-graduate indicators take priority at the high school level.
Board members and WVDE staff also discussed recent state discipline legislation (referred to in the session as Senate Bill 199). Kelly said staff are preparing guidance and suggested the district arrange a separate presentation with the staff member who is finalizing implementation documentation. "We're...having an internal meeting on that exact code, and it's finalizing the...guidance documentation that's gonna go out to our superintendents," Kelly said, offering a future meeting to share implementation steps with county leaders and principals.
WVDE offered to bring a staff member (Mr. McClanahan was named) to a future meeting to walk through practical classroom protocols and said county superintendents and principals will be responsible for implementing local procedures consistent with the new law.
