WVDE lists 11 operational indicators and urges public posting of county self-assessments

Jeff Kelly told Jefferson County Schools that, in addition to academic measures, the department assesses county operational effectiveness across 11 indicators: career-technical education, child nutrition, facilities, federal programs, finance, personnel, special education, data collections, transportation, universal pre-K and county/board effectiveness.
Kelly said counties designated as "needs assistance" on any of those indicators must develop an action plan with department assistance, implement it and then be monitored. He also urged boards to post CBM self-appraisals and local school improvement council meeting details online and to report LSIC meeting information to the department by Sept. 1.
"That self appraisal tool is available...and you just complete it, but that you make it available to the public," Kelly said, stressing transparency as part of county accountability. He said the department reviews agendas and minutes and expects discussions of school performance and student outcomes to appear routinely on county board agendas.
