WVDE presents Policy 23-22 and balanced scorecard to Jefferson County Schools

Assistant Superintendent Jeff Kelly of the West Virginia Department of Education told Jefferson County Schools on Thursday that Policy 23-22 defines the state'level accountability model and was revised by the West Virginia Board of Education in June 2024, becoming effective in July 2024. He led a walk-through of the balanced scorecard indicators and the department's web tools for county access.

"This policy was last revised in June by the West Virginia Board of Education, June '24 that is, and, became effective, July '24," Kelly said. He explained that the scorecard reports academic achievement and progress (growth), graduation rates, English language proficiency progress and a student success measure that includes attendance and on-track-to-graduate indicators. Kelly advised counties to consult the methodology page for exact calculations and to download the dataset for county-level planning.

Kelly also described inclusion rules for the calculations: "full academic year" means enrollment for at least 135 days and participation rates for tests are set at 95 percent. He demonstrated where to find the balanced scorecard on the department website and encouraged local leaders to use the methodology and raw data when diagnosing areas that need improvement.

The training session was framed as technical assistance rather than enforcement; Kelly said the department's role includes quality assurance and supporting county improvement efforts through technical help, professional development and on-site specialists when appropriate. He closed by offering follow-up support and noting the department publishes accountability designations publicly.
