Nutter Fort council tables first reading of water rate increase after presentation

Accountant Zach Dobbins presented Ordinance 2025-04 as a first reading, telling the council the proposed water rate increase for Nutter Fort is "approximately 12.77%" and that roughly two-thirds of that change is driven by Clarksburg Water Board's higher resale rate. Dobbins said the current Clarksburg resale rate is moving from $3.88 to $4.00 and gave customer examples: a 2,000-gallon bill would rise by $4.06 per month and a 3,000-gallon bill by $5.95 per month. He warned that failing to raise the town rate could put the town at risk of default on existing bonds or require bondholders to push for remedies, saying there would not be adequate money to meet debt service without the increase.
Resident Dennis Dutchess raised related concerns during public comment, saying he was concerned about "CWB having a rate increase yet the CWB receiving $19 million" and that he planned to attend the Clarksburg Water Board meeting on Nov. 12, 2025. After discussion, Councilor Shawn Spurlock moved to table the first reading and schedule a work session to review the matter further; Councilor Charlene Louk seconded the motion, which passed unanimously. The council also said it will send a representative to the Clarksburg Water Board meeting for additional information.
