River Ridge adopts goals and performance measures to comply with HB7013

Staff and District Counsel briefed the Board on recent state legislation (HB7013) that requires special districts to adopt annual goals, performance measures, and standards. The District identified three primary focus areas — Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability — and approved proposed performance measures and the annual reporting form.
The Board unanimously approved adding the initial report to the District’s Key Activity Dates; staff noted the initial report is due Dec. 1, 2025 and must be posted on the CDD website. The Board recorded its approval of the Goals and Objectives and the associated performance measures and standards on a motion by Mr. Blumenthal, second by Mr. Twombly.
