Kiowa approves purchase of mobile home to replace mold-damaged police building

Mayor D. Drake and Police Chief Jess Wilson reported that the current Kiowa Police Department building has a significant black mold problem and recommended replacing it with a mobile home. Police Chief Jess Wilson said the mobile home would be placed on the existing concrete slab next to the Kiowa Fire Department so parking can remain in front, and that Grainger Mobile Homes would include porches and steps in the sale.
Jess Wilson, Kiowa Police Chief, said the cost of the mobile home would be $80,000, and Tracy Reed of RSMeacham CPA & Associates told the council that the money to purchase the unit is within the town budget and advised paying in full at the time of purchase. Wilson also noted the town would be responsible for moving porches and setting up utilities; she estimated moving costs could be up to $10,000. The council was provided a tentative schedule: porches moved the last week of January 2026 and the mobile home moved the first week of February 2026.
On a motion by Mayor D. Drake, seconded by Councilmember J. Ray, the governing body approved purchase of the mobile home for use as the Kiowa Police Department and limited overall additional costs to not exceed $100,000. The recorded votes were: J. Ray — yes; T.S. Barker — yes; D. Drake — yes; M. Sexton — absent; T. Horn — absent. The minutes record that Police Chief Wilson will contact the town’s insurance agent to determine whether the current policy covers the mold issue and related costs.
The council directed that the unit be centered on the concrete slab and placed toward the rear of the property to preserve front parking. Town staff will arrange moving logistics and utilities; Grainger Mobile Homes will assist in locating a mover.
