District evaluator finds ALO providers compliant; Heart of Oregon registration still pending

Lora Nordquist of High Desert Education Service District presented the 2024‑25 evaluation of Redmond School District 2J’s Alternative Learning Options (ALOs), including Redmond Proficiency Academy, Central Oregon Intergovernmental Council, and Heart of Oregon/Crops/YouthBuild. Nordquist said the ALOs and charter schools evaluated “have met the conditions set forth by ORS 336.615 and ORS 338.095,” with the exception that Heart of Oregon is still completing its registration with the Oregon Department of Education (ODE).
Kathy Steinert, the district’s Director of Fiscal Services, provided a written statement included in the report confirming that contracted ALO providers and the charter school submitted the required financial and enrollment information and are in compliance with contract expenditure requirements for fiscal year 2024‑25. Board members did not take formal action beyond receiving the evaluation at this meeting.
The report identifies compliance with statutory conditions for the district’s ALOs and notes the administrative follow‑up needed for Heart of Oregon’s ODE registration. The board will retain oversight through standard monitoring and contract review processes.
