CRA approves $96,238 matching façade grant for Magnolia owner Carl Hodges

The Community Redevelopment Agency voted unanimously to approve a $96,238 large-scale commercial façade/property-improvement grant to Carl Hodges for the Magnolia at 403 Magnolia Street. Chair Cleveland announced, "Motion carries." The item passed by roll call with Member McGurk, Member Ashley, Vice Chair Martin, Member Perrine and Chair Cleveland voting yes.

Director Bergeron told the board the CRA grant program (adopted April 13, 2021) caps awards at $100,000 and requires applicants to document at least $200,000 in completed related work to receive the full award. Staff recommended the $96,238 award after reviewing three contractor quotes and required documentation. Bergeron said the listed exterior improvements include two new front doors, a new ADA ramp and awnings, removal and replacement of the front porch, a new electrical service, exterior stucco and paint, a new irrigation system, landscaping and lighting; he gave a total estimated cost for those improvements of $192,476 and said overall renovations of the building have exceeded $600,000–$650,000.

Bergeron also said the project has the city historic commission's certificate of appropriateness and meets Florida Department of State compliance with the Secretary of the Interior standards required by a restrictive covenant on the property's deed. Member Perrine, who said he toured the building, praised Hodges' work on the property. Chair Cleveland addressed the owner: "Mister Hodges, we are, delighted to see your progress and grateful for you saving the woman's club," and said the Magnolia is "truly a treasure here in our town."

The board took the vote after a motion and second; the clerk called the roll and recorded the unanimous yes votes. No conditions or amendments to the award were recorded during the meeting. The applicant was present in the audience, and staff said the clerk or manager would follow up on implementation details.
