Planning commission to advise on Housing Capacity Analysis and code audit as state deadlines approach

During the meeting the Director outlined two linked planning efforts: the Housing Capacity Analysis (HCA) and a systematic land-use code audit. He said the HCA is required by the state every eight years and that Prineville is in its sixth year of the cycle; state contract signatures are pending, and staff expects to adopt the plan next year once data collection is completed.
On the code audit, the Director said numerous legislative changes and agency interpretations have left local land-use code text unclear and prone to appeals. "We have all these housing rules that are currently not in our code, and they've become so confusing that no 1 really knows how to update them," he said, arguing the city needs an audit so staff can reconcile local code with state rules and better defend decisions in case of legal challenge.
The Director said the planning commission will serve as the public advisory committee for the HCA and the code audit and that subsequent on-the-record meetings will come before council. Staff indicated they plan to use consultant support (3 j Consulting) for the HCA and likely extend that relationship into code-review work.
