Staff also described prior payments and refunds tied to pipeline work that reduce the city’s incremental exposure; one staff comment estimated that after factoring those items the additional cost would be closer to about $34,140. The commission approved the change order but made the authorization contingent on FAA review and confirmation of federal funding.
