Putney Selectboard approves formal structure for Fire and Rescue; chair abstains

The Putney Selectboard on Nov. 19 approved a formal structure for Putney Fire and Rescue that largely codifies the department’s current leadership. Aileen Tulloch moved to adopt the model; Peg Alden seconded. The motion passed with Tulloch, Alden and Fletcher Proctor voting in favor and Eric McGowan abstaining.
Under the model presented by the Town Manager, Interim Fire Chief Brian Harlow would remain chief and Daniel Garcia-Galili would serve as EMS head of service. Meeting remarks said the administration has become challenging and recommended hiring a part-time (about 10 hours per week) administrator shared between the Fire and Rescue functions. Len Howard III said the department is "going in the right direction," in support of formalizing the structure.
The Town Manager told the board the plan is intended to be buildable for the future while keeping the current, practicing officers at captain rank and above. The board took the action during a special meeting; staff will carry the model forward as part of department planning and future budget discussions.
