Selectboard discusses restructuring Zoning Administrator role and draft FY27 budget

Putney's Selectboard spent part of its Nov. 12 meeting discussing plans to restructure the Zoning Administrator role and how the duty fits into the draft FY27 budget. The draft budget includes a Zoning Administrator allocation based on "300 hours per year, $110/hour," but the Town Manager said that figure "could be substantially lower" depending on needs and updated zoning bylaws.
Town Manager Karen Astley described current role overlap: as Town Manager she is by default the Zoning Administrator, Delinquent Tax Collector, deputy road commissioner, deputy health officer and Flood Administrator. Astley said the remote arrangement with the prior zoning contractor "did not work out with last person that was remote and needed more hours to do the work Putney needs," and advised the board that a full-time position may not be necessary. The Selectboard asked the Town Manager to prepare a Zoning Administrator job description for the next meeting and Aileen Tulloch agreed to work with the manager on the scope.
Board members discussed potential conflict-of-interest concerns if staff combine permitting and fiscal duties and asked for legal guidance and a request-for-proposals option. The Town Manager said she would consult VLCT legal counsel and consider soliciting local Zoning Administrators via RFP.
