Council approves 2026 pavement program, awards chip-seal work to selected bidder

Public works director Danny (S4) presented the city’s pavement-management plan and requested approval of one of four competitive bids for 2026 crack-filling and chip-seal work. The map presented to council identified targeted streets including Mindy Lane, Crystal Lane, Energy Drive, Garfield and Fairmont, plus the Whitetail development area.
Councilmembers discussed past experience with vendors and whether to select the lowest bid or prioritize performance history. After questions about scope and assurance that bids were prepared from the same specifications, councilmember (S10) moved to accept the recommended vendor (Allied Blacktop) and the motion passed unanimously, 5-0. Staff indicated the work will follow the council-approved map and the contractor will begin scheduling once contract details are completed.
Council also reviewed a large railroad crossing repair and miscellaneous street spot repairs. Staff noted the railroad portion is essentially required by the railroad schedule and estimated the repair could take two to three days; council approved moving forward with the recommended bidder for the railroad work and related patching, with an anticipated budgetary impact to the street fund.
