City manager updates: winter operations, South Headworks CSO project, fiber rollout and trout season

City Manager Mark Westhoff briefed the commission on recent operations and upcoming projects. He said crews focused on plowing driving lanes during active snowfall and will widen to curb lines after the storm; some trash pickups were delayed and residents should leave cans out for next-day collection. He reported the South Headworks CSO project contractor expects to begin in February, water-treatment-plant valve work using a pipe freeze technique will occur this week, and water-main replacement work on Bellevue Drive and Country Club Road is paused for new-line testing.
Mark also reported that the Kansas Department of Wildlife and Parks stocked trout in Watershed Dam No. 1 and the city was reimbursed for associated grant funding; "trout season is December 1 today through March 31," staff noted. He added that Rainbow plans a fiber-installation project through April or May and cautioned residents about scammers impersonating city communications.
