Atchison adopts 2026 water, wastewater and solid-waste/stormwater rates

The Atchison City Commission approved adjustments to utility and solid-waste/stormwater charges for 2026. City Manager Mark Westhoff and utilities staff proposed no increase for residential water rates, but recommended increases for rural water districts and commercial/industrial water users (up to 35% depending on tier and contract). On wastewater, staff recommended a 5% increase for commercial and industrial users and a $1 per-residential-bill increase for wastewater and a separate $1 CSO (stormwater) increase.
Westhoff explained the change in solid-waste costs after Atchison County announced tipping fees at the county transfer station, saying the city's calculations averaged a $4.80 impact per household and the city will set a residential tipping fee of $4 beginning Jan. 1, 2026, with a $2 reduced rate for qualifying low-income or elderly households. The commission moved, seconded and adopted Ordinance 67-27 and then unanimously adopted Resolution 34-32 on the solid-waste and stormwater CSO rates.
